Create a new image and fill with white. Next,
Filter > Render > Clouds. Press Cntrl + U and adjust the
Hue/Saturation settings as follows: Hue: 0, Saturation: 50 and
Lightness: -50.

Filter > Texture > Texturizer and use
following settings: Texture > Brick, Scaling > 200%, Relief
> 10 and Light Direction from the Top Left.

Select white as the font color and type "Pacific
Blue" (or some other fine restaurant name). Layer > Rasterize
Layer comes next.

Create a new layer (Layer > New Layer). Cntrl
+ click on the original text layer. Now, with the text selected,
right click and choose Stroke at a setting of 2. Delete the text
layer.

Layer Style > Outer Glow, Blend Mode >
Screen, Opacity > 90%, Color > #057ffc, Spread > 15%, Size
> 62 pixels.

Layer Style > Color Overlay, Blend Mode >
Normal, Color > #ffffbe and Opacity at 100%.
|
 |
The final result means we are back in business.
