Create a new layer and fill that layer with a dark color (#123456). Make sure the transparency option is chosen (should be by default).
Text tool > create a text box the same size as your image and type away.
On the Text layer, right click –> Alpha to Selection.
Optional: Edit > Select > Grow and choose the width of the border (one (1)).
Deletion: delete the text layer (Edit > Clear). Apply the same process to the color layer and voila! See-through text.
